To activate texting capabilities in Microsoft Teams, each user needs a specific license called the Teams Phone Standard license.

How do I get a Teams Phone Standard License?
To purchase the license navigate to your Organization Portal and click on Marketplace.
Search for Microsoft Teams Phone Standard and click on Details.
Buy licenses.
Select your license count.
Assign licenses.
Assign Microsoft Teams Phone Standard Licenses to your users.

Yes, for the Teams Phone Standard license to function correctly, you need to remove the Microsoft Teams Domestic and International Calling Plan licenses.
